China, India and Korea are the major sources of international students in both the US and Australia. The percentage of students from China and India enrolling in higher education is low as their income levels are low (see Table 9). As a result, even though the absolute number of students going abroad in both countries is very high, the relative number of students going abroad (the number of students going abroad per 10,000 people) is relatively low. This means that their potentiality in the future education market will be enormous as their income levels increase.

Academic partnerships represent the largest share of these activities. E-learning and franchising are small but rapidly growing activities (OECD, 2004). For example, in Korea, 14 universities were operating dual-degree programs, and four universities were operating joint-degree programs as of 2006. (MOEHRD and KEDI, 2006). Another example of a joint program is the establishment of the Logistics Institute — Asia–Pacific by the National University of Singapore and Georgia Institute of Technology to conduct research and provide education.
